The upgraded Code of Good Practices for Renewable Energy is here!
Vlasceanu & Partners is honored to be a partner of this initiative, having such a comprehensive coverage of the RES Romanian business and market environment offered by the Code of Good Practices.
The Code was presented at a very successful conference organized yesterday by RPIA - Romanian Photovoltaic Industry Associationand RWEA - Romanian Wind Energy Association, that gathered key stakeholders in the renewable energy market, including the Minister of Energy and ANRE President.
Our three partners, Loredana Vlasceanu, Daniel Marius Vlasceanu and Raluca Spînu were delighted to attend the conference.
Key points and takeaways from the conference:
𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲 𝐅𝐨𝐜𝐮𝐬: Authorities are giving prime attention to passing ASAP the regulatory framework on Contracts for Difference (CfDs) and Offshore Wind
𝐆𝐫𝐢𝐝 𝐂𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐨𝐧 𝐆𝐮𝐚𝐫𝐚𝐧𝐭𝐞𝐞𝐬: ANRE is working on gathering information from other countries on guarantees for approving the connection to the grid (having a technical meeting scheduled with Spanish experts in two weeks). On this aspect, the private investors emphasized the importance of adapting solutions from other countries in order to fit the specificities of the Romanian business and regulatory environment
𝐆𝐮𝐚𝐫𝐚𝐧𝐭𝐞𝐞𝐬 𝐨𝐟 𝐎𝐫𝐢𝐠𝐢𝐧: ANRE is analyzing potential trading mechanisms for Guarantees of Origin, while also considering the potential impact on consumer prices
𝐒𝐡𝐢𝐟𝐭𝐢𝐧𝐠 𝐂𝐨𝐧𝐬𝐮𝐦𝐞𝐫 𝐁𝐞𝐡𝐚𝐯𝐢𝐨𝐫: there should be a focus on encouraging consumers to gradually replace other fuel sources with green electrical power to prevent potential excess production in the RES sector
𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐧𝐠 𝐂𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬: Financing banks are actively seeking partnerships for renewable energy projects in Romania; higher financing costs are attributed to specific local challenges, such as legal framework predictability and diversity of offtakers
𝐑𝐞𝐜𝐨𝐦𝐦𝐞𝐧𝐝𝐚𝐭𝐢𝐨𝐧𝐬 𝐟𝐫𝐨𝐦 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐒𝐨𝐥𝐚𝐫 𝐚𝐧𝐝 𝐖𝐢𝐧𝐝 𝐀𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧𝐬: predictable public/ European funding schedules, stable taxation, and a holistic, proactive and assumed approach involving all stakeholders in the RES industry, to build investor and bank confidence.
Overall, it is certain that the renewable energy sector in Romania is poised for growth and development, with a strong emphasis on cooperation, adaptation, and sustainability.
